The Communist Party of China (CPC) is holding its 16th National Congress
in Beijing. The following are excerpts from speeches by some delegates.
Zhang Fusen, minister of justice: China
has made significant achievements in legal construction over the past 13
years due to the strong leadership of the CPC.
The basic practice of rule by law has
been widely established throughout China, signifying an important
milestone in the country's legal construction. It plays an irreplaceable
role in maintaining social stability and promoting economic development
and prosperity.
The Chinese socialist legal system with
the Constitution at the core has been initially formed. The past 13
years have witnessed the formulation of more than 100 laws by the
National People's Congress Standing Committee.
China has basically established legal
systems in major aspects of politics and economy. And the set goal of
forming a socialist legal system with Chinese characteristics by 2010 is
being gradually brought to reality.
Law enforcement has gradually become
standardized, procedure-based and legalized. Administration according to
law by governments at all levels has been obviously improved.
The practice of governance by law in
various administrative departments has maintained the authority of the
law, as well the image of governments.
The three procedural systems - criminal
procedure, civil procedure, and administrative procedure - have been
built and perfected. The reform of the judicial system has been steadily
put forward.
The campaign of widely spreading legal
knowledge among people has achieved bumper fruits with people's legal
consciousness radically enhanced.
Xie Chuntao, deputy director of the
Central Party School's History Studies Department: Jiang Zemin's report
stressed that the Party is the vanguard of the working class, it is also
the vanguard of the Chinese people and the nation.
Many new social strata have come into
being since the reform was launched in this country.
Although the working class, including the
intellectuals, is boosting in the number of its members, it is only one
of the social classes. As the ruling party in a socialist country, the
CPC could not represent the interest of a single class only.
Party leader Jiang pointed out in the
report that it is necessary to accept those outstanding elements from
other strata of the society into the Party.
By absorbing people belonging to new
social strata, it would expand the public support and increase the
social influence of the Party.
In this way, the Party could represent
the fundamental interests of the overwhelming majority of the Chinese
people both theoretically and in practice.
At the same time, the Party never
compromises its requirement to new members. Whichever strata they are
from, the new members must subscribe to the Party's programme and
charter, work for the Party's line and programme wholeheartedly and
prove to meet the requirements for the Party membership through a long
period of tests.
The CPC will certainly achieve the
rejuvenation of the Chinese nation since it brings all positive factors
into full play and brings new forces to the cause.
Wang Ruixiang, deputy secretary of the
Working Committee of Enterprises of the CPC Central Committee: It is the
first time in the history of both the Party and State-owned enterprises
(SOEs) that delegates from the enterprises are participating in the
Party's National Congress as a separate delegation.
As the representatives of the SOEs, we
are encouraged by Jiang Zemin's report that lists the deepening reform
of the State property management as a major task, which will certainly
create a sound environment for SOEs' further development.
Most of the 194 enterprises administered
by the committee are closely associated with State security or national
economic safety and are the backbone of the national economy.
Under the guidance of the Party and the
"Three Represents" thought, those enterprises are faring well,
maintaining strong growth momentum.
